Construction and Demolition Debris Recycling Program

​California Green Building Standards Code (CALGreen) requires a minimum of 65% of nonhazardous construction and demolition debris be recycled or salvaged for reuse.

The County of Sacramento adopted these requirements on March 24, 2009.

Step 1: Complete a Waste Management Plan (WMP) 
  • Identify the project, materials you anticipate to generate from your project, and how the materials will be managed
    • ​Include hauling information and what facility or facilities the debris will be transported to
Step 2: Submit the completed WMP to WasteLog@saccounty.gov

Step 3: C&D Program Staff will review your WMP within 2-3 business days of receipt. 
  • Once the WMP has been reviewed and approved, C&D Program Staff will update the status of the “Waste Management Plan Approval” condition within the portal and send you a confirmation email to allow the building permit to move forward. 
Step 4: Get to work! As you work on your project: 
  • Retain copies of all supporting weight/volume tickets. 
    • ​If you choose to manage your debris as mixed C&D, the weight/volume tickets must be from a Certified C&D Sorting Facility and be stamped as “Sacramento County Certified C&D Sorting Facility” 
    • ​​​​If you choose to source-separate your debris, the weight/volume tickets can come from any landfill or recycling facility but must describe the type of recycled material (e.g., recycled wood, metals, recycled inerts, green waste, etc.) to receive recycling diversion credit
  • Use the Waste Log, to track all waste hauling activity, including material that was sent to the landfill, as well as recycled

Step 5: Once all waste hauling activity is complete, send a copy of the Waste Log and weight/volume tickets to WasteLog@saccounty.gov
  • Please note: The Waste Log is associated with the CALGreen Recycling Compliance (final hold) on your building permit. Failure to submit a completed Waste Log with supporting weight/volume tickets will result in a delay in your final inspection, shortfall mitigation measures, and/ or a shortfall penalty of $200 per shortfall ton.
Step 6: C & D Program Staff will review the Waste Log and weight/volume tickets within 2-3 business days of receipt to determine if you have met the 65% recycling diversion requirement. 
  • 65% met? Thank you! This program keeps material that would otherwise be landfilled, to be recycled and reused for other purposes!
    • Your CALGreen Recycling Compliance (final hold) condition will be released in the portal
    • C&D Program Staff will send a confirmation email once the final condition has been released
    • You can contact the Sacramento County Building Permits and Inspection Department to schedule your final inspection with your building inspector
  • 65% not met? This results in a recycling shortfall. 
    • Prior to releasing the CALGreen Recycling Compliance (final hold), C&D Program Staff will notify you of the recycling shortfall tonnage via email with instructions on how to comply. 

1. Nonhazardous: a waste that is not categorized as harmful to human health or the environment. Examples of nonhazardous C&D debris include untreated or unpainted wood, concrete, or sheetrock. If your project contains pressure treated or painted wood waste, and/ or debris containing asbestos or lead, make note in the “Additional Comments” section on your Waste Management Plan. 

2. Self-haul: This is when the permit holder, contractor or subcontractor who is doing work on the project owns the collection bin(s) and hauling vehicle(s), loads the bin(s), and hauls the bins to a permitted facility that accepts the material as recycling or disposal. 

3. Third-Party Recycler: a hauler who loads the bin(s) and hauls the bin(s) of source-separated recyclables to a recycling facility.

4. County Franchised Hauler: These are the only companies in the unincorporated Sacramento County who can legally drop bins to collect and haul mixed construction and demolition debris. Review County Franchised Hauler Webpage.

5. Source-Separated Debris: This is achieving compliance with the CALGreen requirement by manually separating wood, metal, cardboard, sheetrock, concrete, or other recyclables into separate containers ON THE jobsite. 

6. Mixed C&D Debris: This is achieving compliance with the CALGreen requirement by putting all debris into one container and sending it to a County Certified C&D Sorting Facility to have the recyclable material extracted and recycled. Tickets must be stamped by as “County Certified C&D Sorting Facility,” certifying that the mixed C&D debris was sorted. Recycling diversion credit is based on the recovery percentage of the facility. Mixed C&D debris must be either self-hauled or hauled by a County Franchised Hauler​

7. County Certified C&D Sorting Facility: These are the only facilities certified to provide recycling diversion credit for Mixed C&D Debris Recovery. Recycling diversion credit is based on the recovery percentage of the facility.  Review the County Certified C&D Sorting Facilities webpage.​

In some cases, yes.

  • If your project has the same job location and the waste will be managed the same for all permits, you can list all permit numbers associated with the project under one Waste Management Plan (WMP).
  • Ensure to briefly describe each project under the project summary section of the plan.
  • Make note on your WMP, under the “Additional Comments" section, if your project is completed in phases so we can review and release your final conditions in a timely manner.​

The administration fee is 0.04% of the County assessed job value. The minimum fee is $40, and the maximum fee is $800. For example, a project with a job value of $250,000 will have a Waste Management Plan fee of $100.

Fee & Penalty Schedule​

  1. ​Metals (structural steel, ductwork, gutters, pipes, appliances, fixtures, fencing & railing, sinks, tubs, roofing material, etc.)
  2. Inert materials (concrete, asphalt paving, bricks, etc.)
  3. Corrugated cardboard
  4. Clean wood waste (unpainted/untreated lumber, plywood, wood pallets, etc.)
  5. Sheetrock/Gypsum
  6. Green Waste
  7. Carpet
  8. Mattresses​


  • Separate wood, metal, cardboard, sheetrock, concrete, or other recyclables into separate containers on the jobsite
  • Source-separated recyclables can be taken to any recycling facility within Sacramento County or outside of the county
  • You may self-haul debris, hire a third-party recycler, or hire a County Franchised Hauler
  • Notify the scale house attendant you need "recycling diversion credit" and ensure weight/volume tickets describe the recyclable materials delivered to the facility (e.g., recycled wood, metals, concrete, recycled inerts, green waste, etc.)
    • Call the facility prior to hauling as not all facilities may be able to fulfill this request. For example, if weight/volume tickets states “Normal Refuse,” “For Disposal,” “Pickup,” or “Pickup Over,” you will not receive recycling diversion credit.

  • You may self-haul these materials or hire a County Franchised Hauler 
  • Weight/volume tickets must be stamped as “Sacramento County Certified C&D Sorting Facility” to receive recycling diversion credit. Recycling diversion credit is subject to the recovery percentage of the facility. 
  • Please Note: If weight/volume tickets are submitted from a mixed C&D sorting facility other than those facilities that are County certified, recycling diversion credit will not be provided and could result in a recycling shortfall.​


  • If you are unable to locate copies of your weight/volume tickets, contact the facility(ies) to which you hauled your debris to see if you can retain copies.
  • If additional copies are unavailable and you are unable to complete your Waste Log, this may result in a recycling shortfall.
  • Notify the Sacramento County C&D Program of your situation by emailing Wastelog@saccounty.gov
  • C&D Program staff will review your submittal and determine the recycling tonnage shortfall. 
  • Once reviewed, you will have two options:
    1. ​Arrange through a County Franchised Hauler to mitigate the recycling shortfall tonnage to a County Certified C&D Sorting Facility.
    2. Pay a recycling shortfall penalty of $200 per shortfall ton.

The CALGreen Recycling Compliance (final hold) cannot be released until proof of mitigation or proof of payment has been received. C&D Program Staff will notify you of the recycling shortfall tonnage via email with your options and next steps. ​
